California hates me

I swear, California is punishing me for moving out of the state. I've gotten 2 speeding tickets (one as I was leaving the state for moving to Nevada, the other as I tried to re-enter the state for going to the bay area for the weekend). And now, I received an EBMUD bill for service AFTER I cancelled with them, and they want written proof that I did in fact move out.
